Big depositors in Cyprus to lose far more than feared

NICOSIA (Reuters) - Big depositors in Cyprus's largest bank stand to lose far more than initially feared under a European Union rescue package to save the island from bankruptcy, a source with direct knowledge of the terms said on Friday.

Under conditions expected to be announced on Saturday, depositors in Bank of Cyprus will get shares in the bank worth 37.5 percent of their deposits over 100,000 euros, the source told Reuters, while the rest of their deposits may never be paid back.

The toughening of the terms will send a clear signal that the bailout means the end of Cyprus as a hub for offshore finance and could accelerate economic decline on the island and bring steeper job losses.

Officials had previously spoken of a loss to big depositors of 30 to 40 percent.

Cypriot President Nicos Anastasiades on Friday defended the 10-billion euro ($13 billion) bailout deal agreed with the EU five days ago, saying it had contained the risk of national bankruptcy.

"We have no intention of leaving the euro," the conservative leader told a conference of civil servants in the capital, Nicosia.

"In no way will we experiment with the future of our country," he said.

Cypriots, however, are angry at the price attached to the rescue - the winding down of the island's second-largest bank, Cyprus Popular Bank, also known as Laiki, and an unprecedented raid on deposits over 100,000 euros.

Under the terms of the deal, the assets of Laiki bank will be transferred to Bank of Cyprus.

At Bank of Cyprus, about 22.5 percent of deposits over 100,000 euros will attract no interest, the source said. The remaining 40 percent will continue to attract interest, but will not be repaid unless the bank does well.

Those with deposits under 100,000 euros will continue to be protected under the state's deposit guarantee.

Cyprus's difficulties have sent jitters around the fragile single European currency zone, and led to the imposition of capital controls in Cyprus to prevent a run on banks by worried Cypriots and wealthy foreign depositors.

Banks reopened on Thursday after an almost two-week shutdown as Cyprus negotiated the rescue package. In the end, the reopening was largely quiet, with Cypriots queuing calmly for the 300 euros they were permitted to withdraw daily.

The imposition of capital controls has led economists to warn that a second-class "Cyprus euro" could emerge, with funds trapped on the island less valuable than euros that can be freely spent abroad.

Anastasiades said the restrictions on transactions - unprecedented in the currency bloc since euro coins and banknotes entered circulation in 2002 - would be gradually lifted. He gave no time frame but the central bank said the measures would be reviewed daily.

He hit out at banking authorities in Cyprus and Europe for pouring money into the crippled Laiki.

"How serious were those authorities that permitted the financing of a bankrupt bank to the highest possible amount?" Anastasiades said.

The president, barely a month in the job and wrestling with Cyprus's worst crisis since a 1974 war split the island in two, accused the 17-nation euro currency bloc of making "unprecedented demands that forced Cyprus to become an experiment".

European leaders have insisted the raid on big bank deposits in Cyprus is a one-off in their handling of a debt crisis that refuses to be contained.

But policymakers are divided, and the waters were muddied a day after the deal was inked when the Dutch chair of the euro zone's finance ministers, Jeroen Dijsselbloem, said it could serve as a model for future crises.

Faced with a market backlash, Dijsselbloem rowed back. But on Friday, European Central Bank Governing Council member Klaas Knot, a fellow Dutchman, said there was "little wrong" with his assessment.

"The content of his remarks comes down to an approach which has been on the table for a longer time in Europe," Knot was quoted as saying by Dutch daily Het Financieele Dagblad. "This approach will be part of the European liquidation policy."

The Cyprus rescue differs from those in other euro zone countries because bank depositors have had to take losses, although an initial plan to hit small deposits as well as big ones was abandoned and accounts under 100,000 euros were spared.

Warnings of a stampede at Cypriot banks when they reopened on Thursday proved unfounded.

For almost two weeks, Cypriots were on a ration of limited withdrawals from bank cash machines. Even with banks now open, they face a regime of strict restrictions designed to halt a flight of capital from the island.

Some economists say those restrictions will be difficult to lift. Anastasiades said the capital controls would be "gradually eased until we can return to normal".

The government initially said the controls would stay in place for seven days, but Foreign Minister Ioannis Kasoulides said on Thursday they could last "about a month".

On Friday, easing a ban on cheque payments, Cypriot authorities said cheques could be used to make payments to government agencies up to a limit of 5,000 euros. Anything more than 5,000 euros would require Central Bank approval.

The bank also issued a directive limiting the cash that can be taken to areas of the island beyond the "control of the Cypriot authorities" - a reference to Turkish-controlled northern Cyprus which considers itself an independent state. Cyprus residents can take 300 euros; non-residents can take 500.

Under the terms of the capital controls, Cypriots and foreigners are allowed to take up to 1,000 euros in cash when they leave the island.

Tiny DNA Switches Aim To Revolutionize 'Cellular' Computing

If you think programming a clock radio is hard, try reprogramming life itself. That's the goal of Drew Endy, a synthetic biologist at Stanford University.

Endy has been working with a laboratory strain of E. coli bacteria. He sees the microbes as more than just single-cell organisms. They're little computers.

"Any system that's receiving information, processing information and then using that activity to control what happens next, you can think of as a computing system," Endy says.

Normally the E. coli follow their own program. Is there food? Is the temperature all right? The bacteria process this information and make simple decisions about what to do next. Mainly, they decide whether to reproduce. Endy sees potential for them to do much more. He wants to take control of a cell's genetic machinery and use it to do human computing.

"For us, what's become exciting is the idea that we could get inside the cells in sort of a bottom-up fashion," he says.

Endy is talking about more than splicing in a few extra genes, as scientists already do with crops. He wants to make cells that can follow different programs, just like a computer. To do that, he needed to create something all computers have to have: the transistor.

Transistors are simple on/off switches. Computers are made of many millions of these switches. And to program a cell, you need a biological version. As Endy reports this week in Science, he managed to make one out of DNA.

His switch, which he calls a "transcriptor," is a piece of DNA that he can flip on and off, using chemicals called enzymes. Endy put several of these DNA switches inside his bacteria. He could use the switches to build logic circuits that program each cell's behavior. For example, he could tell a cell to change color in the presence of both enzyme A and enzyme B. That's a simple program: IF enzyme A AND enzyme B [are present] THEN turn green. For an in-depth look, check out Endy's own explanation on YouTube.

Timothy Lu, a researcher at the Massachusetts Institute of Technology, is also building cellular computers. He can see lots of ways they could be used. For example, you could program cells to automatically scan your bowels for chemical signals of cancer and let you know if they find any.

"These cells could light up, and you could easily see whether the cell has computed [if] you may have early signs of cancer or not," he says. With a little more programming, such cells might be able to produce a drug, or target the cancer directly.

So far, only the simplest logic circuits work. And Endy doubts that these DNA computers will ever outperform a smartphone. But that's not the point.

"We're building computers that will operate in a place where your cellphone isn't going to work," he says.

He's betting that even a little bit of computing in places where cellphones will never roam can be very valuable.

The Tigers? clubhouse was closed this morning and that means cuts. One cut that is somewhat surprising: reliever Bruce Rondon, who the Tigers had given every opportunity to win the closer?s job this spring. But he?s headed to Toledo and the Tigers are going to go with a closer-by-committee setup.

Rondon is immensely talented, but he had an erratic spring. Rough going early, but then he righted the ship somewhat. Overall he struck out 18 batters in 11 and two-thirds innings this spring. But he walked nine and gave up 15 base hits. That?s a recipe for a lot of antacids for Jim Leyland in the ninth inning, and it seems he just didn?t want to deal with that yet.

Rondon will eventually be pitching in late innings in Detroit. For now, though, it?s going to be some mix of Phil Coke, Joaquin Benoit and Al?Albuquerque handling closing duties.

(AP) ? Breaking down repeatedly, popular Bollywood actor Sanjay Dutt said Thursday he will serve his prison sentence for a 1993 weapons conviction and he has not sought pardon in the case linked to the deadliest terror attack in Indian history.

Dutt broke his silence a week after the Supreme Court sentenced him to five years in prison for illegal possession of weapons supplied by Mumbai crime bosses linked to a 1993 terror attack that killed 257 people.

"I respect the Supreme Court's verdict. I have not applied for any pardon," an emotional Dutt told reporters at a news conference held outside his home in Mumbai, India's entertainment capital and home to Bollywood, India's prolific Hindi film industry.

"There are many other people who deserve pardon," he said.

Dutt broke down repeatedly while reading out a statement and hugged his sister, Priya Dutt, who is a Congress party lawmaker from Mumbai.

Dutt said he and his family were devastated by the verdict.

"Right now I am a shattered man. My family is shattered," he said.

Dutt, 53, originally had been sentenced to serve six years in prison on the charge of possessing an automatic rifle and a pistol that were supplied to him by men subsequently convicted in a series of bombings that hit Mumbai.

The actor has maintained that he knew nothing about the bombing plot and that he asked for the guns to protect his family after receiving threats during sectarian riots in Mumbai. His mother was Muslim and his father Hindu.

He served 18 months in jail before he was released on bail in 2007 pending the appeal, so three and a half years remain.

The aging actor, who mainly plays character roles, said he hopes to complete as many of his pending film projects in the four weeks that the court has allowed him before he reports to prison.

Trade analysts say Dutt's jail term will be a huge financial blow for the industry.

Two of Dutt's films are being readied for release, but several other projects are midway and are likely to be delayed.

Requests for lower-back MRIs often unnecessary, experts say

Mar. 25, 2013 ? More than half of lower-back MRIs ordered at two Canadian hospitals were either inappropriate or of questionable value for patients. And family doctors were more apt to order these unnecessary tests compared to other specialists, demonstrates newly published medical research from Alberta and Ontario teams. The findings are important because in some parts of the country, MRI tests for the lower back account for about one-third of all MRI requests. Across the country, wait times for MRIs are long and patient access is limited.

The findings were published online in the peer-reviewed journal, JAMA Internal Medicine, earlier today. The lead author is Derek Emery, a U of A researcher in the Faculty of Medicine & Dentistry and a neuroradiologist. His co-authors included: Tom Feasby from the University of Calgary, Alan Forster and Naghmeh Mojaverian from the University of Ottawa and Kaveh Shojania from the University of Toronto.

The research, which was led by the U of A and U of C, found more than 50 per cent of the lumbar spine or lower-back MRIs had questionable value or were deemed inappropriate. However, the study found requests for head MRIs in patients with headaches were appropriate 83 per cent of the time. The researchers used best evidence and expert opinion to determine whether the scans were appropriate. MRIs for the back are usually done to determine the cause of back pain, while head MRIs in this study were done to identify the cause of headaches.

"It is commonly believed that MRI is overused and this is the first time its use has been rigorously measured," says Emery. "The results tell us that we should not assume there is overuse in any given area without measuring. We were surprised by the results about head MRIs -- we thought the rate of inappropriate use would have been much higher but the results showed otherwise."

Tom Feasby, a neurologist at the U of C and member of the Institute for Public Health and the Hotchkiss Brain Institute, added: "We had suspected that MRI scans might be overused but we had to do the study to be sure. We wanted to gather evidence to help make the health system safer and more effective." Emery said the study results indicate MRI use of the lower back may need to be reined in since the requests for these tests have rocketed in recent years.

"MRI is a limited resource in Alberta, so if the number of inappropriate MRIs can be reduced, there will be more capacity to perform MRIs on patients who really need them This is all about improving patient care, imaging those patients who will benefit and not imaging those who will not. It is important to note that we did not measure underuse of MRIs. There are many patients who would benefit from MRIs who are not being imaged due to lack of access."

When it came to lower back MRIs, about 34 per cent of those tests ordered by family doctors were considered appropriate. MRIs ordered by neurologists and orthopedic surgeons had value in less than 50 per cent of the cases examined, while neurosurgeons had a higher rate of pegging a test's value -- at 75 per cent.

These findings demonstrate doctors may need to be better educated about when it's appropriate to order an MRI, Emery says. Creating a tool that could give doctors instant feedback when submitting a request for an MRI on behalf of a patient would also be beneficial. Both of these solutions are currently being examined to help reduce overuse of lower-back MRIs, he said.

"I think we need to provide better tools to doctors to help them determine when imaging of the lower back is likely to help," says Emery, who is an associate professor in the departments of radiology and diagnostic imaging, and biomedical engineering at the U of A.

The research teams looked at requests for MRI imaging of the lumbar spine and head at the University of Alberta Hospital and The Ottawa Hospital. They looked at outpatient requisitions for MRIs at the Edmonton site from the spring of 2008 to the fall of 2009, while requisitions from the eastern Canada site were reviewed from the fall of 2008 to the spring of 2010. In total, 2,000 MRI imaging requests were reviewed -- 500 for the head and 500 for the spine at each site.

The research was funded by the Canadian Institutes of Health Research who "congratulated Dr. Feasby, Dr. Emery, and their teams on the publication of these important research findings," said Jane Aubin, CIHR's Chief Scientific Officer and Vice-President of Research and Knowledge Translation.

"Under Canada's Strategy for Patient-Oriented Research, we are seeking to bring research evidence to the front lines of health care, and these findings are poised to do just that."

T-Mobile Goes Contract-Free

The imagined post-industrial wasteland, projected at the T-Mobile event, from which T-Mobile offers an escape.

"Please?stop the bullshit!" squealed T-Mobile CEO John Legere this morning. In introducing T-Mobile's new prepaid plans, he billed himself and his company as the "uncarrier," the anti-cellular company cellular company, one that's now doing away with contracts in favor of unlimited talk plans tiered according to data limits.

Wearing a T-Mobile T-shirt under a suit jacket and jeans, John Legere excitedly proclaimed his company's empathy for weary smartphone customers. "The industry's broken," he said, and in dire need of change. Legere offered his idea of that change in the form of T-Mobile's "value plans"?plans that seem prepaid but aren't. Instead, they're just simplified: Each comes with unlimited texts and minutes. (You can pay ahead of time, avoiding credit checks, but you won't get any subsidization on phones. Instead, you'd pay a downpayment on the phone and T-Mobile would tack on a monthly fee until you pay off the cost of the phone.)

Note that though Legere says the new plans come with "unlimited data," they don't. Data is still tiered: the company offers a choice of a 500 MB for $50, 2 GB for $60, and unlimited (with limited hotspot usage) for $70. Add new lines for $10 each.

Besides the possibility of going contract-free, the other news that got the bearded and hunched crowd to cheer was the $99 iPhone T-Mobile is now offering. (That, and John Legere's teasing as he tempted bloggers to flirt with his daughter?but what else would you expect from a cellphone event?). A small Apple crew showed up to give demos of the phone?which, Legere says, is better than the iPhone 5 everyone else has because it works on multiple bands (though it is, of course, the same iPhone 5 everyone else has). The company also introduced the HTC One and Samsung Galaxy S4?each for $99, too.

Making fun of AT&T was well-received, with cackles galore as CMO Andrew Sherrard held up the company's brochures, play-struggling to hold onto them all. "This is what we've been inspired by," he said. "We're here to change it all." All? That's a lot to promise, but it sure sounds good.

Asian stocks slip over effects of Cyprus bailout

BANGKOK (AP) ? Asian stock markets fell Tuesday as relief turned to worry over a bailout that prevents Cyprus from going bankrupt.

The bailout, signed and sealed Monday by European finance ministers, initially alleviated fears of a possible collapse of Cyprus' banking system. But soon worries arose over the terms of the deal: it requires a banking overhaul and big losses for bondholders and depositors.

Japan's Nikkei 225 index fell 0.2 percent to 12,516.92. Hong Kong's Hang Seng lost 0.7 percent to 22,094.44. Australia's S&P/ASX 200 dropped 0.9 percent to 4,947.60. South Korea's Kospi rose 0.3 percent to 1,984.19.

Concern intensified late Monday after a key official indicated that the Cyprus rescue may have to be repeated in other nations with struggling banks. Dutch official Jeroen Dijsselbloem said that bondholders and depositors should be prepared to take losses if the banks they put their money in run into trouble.

European markets in financially weaker states, such as Italy and Spain, fell sharply. Italy's FTSE-MIB closed 2.5 percent down while Spain shed 2.3 percent. On Wall Street, the Dow Jones industrial average fell 0.4 percent to 14,447.75. The S&P 500 closed down 0.3 percent at 1,551.69. The Nasdaq composite index dropped 0.3 percent to 3,235.30.

"Overall, we think that the market will eventually regard the handling of this crisis as a set-back to euro zone credibility," analysts at Credit Agricole CIB in Hong Kong said in a market commentary.

In return for a 10 billion euros ($13 billion) bailout from international lenders, Cyprus agreed to drastically shrink its banking sector, cut its budget, implement economic reforms and privatize state assets.

Cyprus must contribute 5.8 billion euros to the deal. To do so, the country's second-largest bank, Laiki, will be restructured and bondholders and depositors with more than 100,000 euros will have to take significant losses.

Depositors in the biggest bank, the Bank of Cyprus, with over 100,000 euros will also bear a cost but those with savings up to 100,000 euros will covered by the EU's deposit insurance guarantee.

In energy markets, benchmark oil for May delivery fell 7 cents to $94.74 per barrel in electronic trading on the New York Mercantile Exchange. The contract rose $1.10 to finish at $94.81 a barrel on the Nymex on Monday.

In currencies, the euro rose to $1.2867 from $1.2851 late Monday in New York. The dollar rose to 94.25 yen from 94.16 yen.

Advances in organic semiconductor technology could one day lead to video screens that bend like paper and electronics sewn into clothing.

A team of researchers at Wake Forest University will help to make these flexible devices a reality by studying the relation between the physical structure and electronic properties of organic semiconductor crystals.

Their aim is to elucidate the intrinsic characteristics of single crystals and provide feedback for the development of novel, high-tech electronics and thin film devices.

A $400,000 National Science Foundation CAREER Award will support the new research. Award recipient Oana Jurchescu, an assistant professor of physics at Wake Forest University, said organic electronics have the potential to greatly impact the future semiconductor industry due to their low-cost, ease of processing, and versatility compared to the materials used now in electronic applications.

Current inorganic semiconducting materials such as silicon are processed in a vacuum at high temperatures. Jurchescu said this makes them expensive and limits their potential applications. Organic semiconductors on the other hand are not only inexpensive to process but can be applied to any medium-from metal and plastic to clothing and human skin at room temperature with spray paint or a device resembling an inkjet printer.

"Fast deposition at up to a hundred feet per second may allow their production in large volumes and at low cost per unit area, an introduction of 'electronics everywhere," Jurchescu said.

Examples of the potential technology include transparent solar cells on building windows, car roofs and bus stations, electronic displays in previously inaccessible spaces, and wearable electronics due to the organic plastics' thin, lightweight and conformal nature.

Jurchescu said her team's research will help define the potential and limitations of the organic crystalline films, which will in turn facilitate the development of large-area and low cost electronics.

The prestigious NSF CAREER Award funding the research is given to the nation's top junior faculty who demonstrate excellence as teacher-scholars. It encourages excellent teaching, mentorship and community outreach. In line with these objectives, Jurchescu will offer a new course focused on carbon-based materials and devices, tentatively scheduled for the 2014-2015 academic year. She will give demonstrations on nanotechnology to children at Nanodays at Sciworks, a science and environmental center in Winston-Salem, N.C., and host research projects in her lab for motivated high school students and students from Forsyth Tech Community College as well. Additionally, Jurchescu will continue to mentor both graduate and undergraduate students, who are conducting research and pursuing careers in science.

Jurchescu's NSF proposal bridges her interests in being a dedicated researcher and a passionate mentor. Maggie Payne, a junior who has taken several of Jurchescu's classes, credited Jurchescu as the reason she became a physics major.

"Dr. Jurchescu has inspired me as a strong female physicist. She is a passionate teacher who creates a supportive and challenging learning environment. As a research mentor, she has gone above and beyond her call of duty to make sure she meets with every member of our lab group- even during her maternity leave," said Payne, who also conducts research with Jurchescu in the Center for Nanotechnology for Molecular Materials. "Working in her lab is one of the best experiences I have had at Wake Forest."

Tilda Swinton takes a nap in New York museum

Tilda Swinton knows how to give an arresting performance -- even in her sleep. The actress surprised guests visiting New York?s Museum of Modern Art Saturday by napping in a glass box as part of an art installation, Gothamist reports. Crowds gathered to catch a glimpse of the Oscar-winning actress, whose appearance was unannounced. (Photos can be found here.)

"Museum staff doesn't know she's coming until the day of, but she's here today," a museum source said. "She'll be there the whole day. All that's in the box is cushions and a water jug."

Saturday was her first time performing the piece at MoMa. Swinton was located by the ticket collectors, but the location may be changed in the future.

Swinton first performed the piece, called ?The Maybe,? in 1995 in London?s Serpentine Gallery. She collaborated with artist Cornelia Parker on the project and went went on to perform it at the Museo Barracco in Rome.

?An integral part of The Maybe's incarnation at MoMA in 2013 is that there is no published schedule for its appearance, no artist's statement released, no no museum statement beyond this brief context, no public profile or image issued,? the museum said in a statement. ?Those who find it chance upon it for themselves, live and in real -- shared -- time: now we see it, now we don't.?

The over-the-counter anti-inflammatory drug naproxen may also exhibit antiviral activity against influenza A virus, according to a team of French scientists. The finding, the result of a structure-based investigation, is published online ahead of print in the journal Antimicrobial Agents and Chemotherapy.

New influenza vaccines must be developed annually, because the surface proteins they target mutate rapidly, the way cars used to get a whole new look every year. The researchers, led by Anny Slama-Schwok of the Institut National de la Recherche Agronomique, Jouy en Josas, France, found a much more stable, reliable target for anti-influenza activity. The so-called ribonucleoprotein complexes are necessary for replication, and the researchers realized they could target the nucleoprotein, preventing assembly of the complexes. Because of its vital function, the nucleoprotein is highly conserved, making it a good potential target for antiviral drugs.

The nucleoprotein's three dimensional structure, solved in 2006, provided the basis for searching for new drugs that could interfere with its action. The researchers did a virtual screening within the Sigma-Aldrich online catalog of biochemicals. That screening identified Naproxen, better known as the over-the-counter pain reliever Aleve, and as expected, it bound to the nucleoprotein, and impeded RNA binding, says Slama-Schwok. In further testing, it reduced the viral load in cells infected with H1N1 and H3N2 influenza A virus, and in mice it demonstrated a therapeutic index against influenza A that was superior to that of any other anti-inflammatory drug.

Specifically, naproxen blocks the RNA binding groove of the nucleoprotein, preventing formation of the ribonucleoprotein complex, thus taking the vital nucleoproteins out of circulation. The researchers write that naproxen is a lead compound for drug development that could be improved by tweaking the molecule to boost its ability to bind to nucleoprotein.

As an already approved drug, naproxen could become a treatment against influenza relatively quickly, the researchers write. Its status as a non-steroidal anti-inflammatory drug (NSAID), which inhibits the COX-2 pathway, as well as an antiviral would boost its efficacy.

A Kansas State University research team has found that despite humans increasing nitrogen production through industrialization, nitrogen availability in many ecosystems has remained steady for the past 500 years. Their work appears in the journal Nature.

"People have been really interested in nitrogen in current times because it's a major pollutant," said Kendra McLauchlan, assistant professor of geography and director of the university's Paleoenvironmental Laboratory. "Humans are producing a lot more nitrogen than in the past for use as crop fertilizer, and there is concern because excess levels can cause damage. The mystery, though, is whether the biosphere is able to soak up this extra nitrogen and what that means for the future."

Nitrogen is a key component of the ecosystem and the largest regulator of plant growth. It determines how much food, fuel and fiber the land can produce. It also determines how much carbon dioxide plants remove from the atmosphere, and it interacts with several components of the climate system. Excessive amounts of nitrogen in ecosystems contribute to global warming and impairment of downstream ecosystems.

McLauchlan worked with Joseph Craine, research assistant professor in biology; Joseph Williams, postdoctoral research associate; and Elizabeth Jeffers, postdoctoral research associate at the University of Oxford. The team published their findings, "Changes in global nitrogen cycling during the Holocene epoch," in the current issue of Nature.

In the study the team also looked at how nitrogen availability changed thousands of years ago.

Roughly 15,000 years ago, the Earth began to warm, melting many glaciers and ice sheets that covered the landscape. Researchers found that Earth experienced an 8,000-year long decline in nitrogen availability as temperatures rose and carbon and nitrogen became locked up in soils. According to researchers, how the nitrogen cycle responded to these ancient global changes in carbon dioxide could be a glimpse into the future.

"What happened in the past might be a dry run for Earth's future," Craine said. "By looking at what happened millennia ago, we can see what controlled and prevented changes in nitrogen availability. This helps us understand and predict how things will change in the future."

The team collected and analyzed data from the sediment records of 86 lakes scattered across six continents. The lakes were distributed between tropical and temperate zones. With the data, the team was able to compare past and present cycling in various regions.

Researchers found that once most of the glaciers and ice sheets had melted around 11,000 years ago, the Earth continued to experience a global decline in nitrogen that lasted another 4,000 years.

"That was one of the really surprising findings," Craine said. "As the world was getting warmer and experiencing higher carbon dioxide levels than it had in the past, just like we are currently experiencing, the ecosystems were starting to lock carbon in the soils and in plants, also like we are seeing today. That created a long decline in nitrogen availability, and it scrubbed nitrogen out of the atmosphere."

McLauchlan said the most surprising finding, however, was that although humans have nearly doubled the amount of nitrogen to the ecosystems, globally nitrogen levels have remained stable at most sites for the past 500 years.

One reason may be that plants are using more nitrogen than they previously have, keeping nitrogen levels consistent with those thousands of years ago even though humans continue to add carbon dioxide and nitrogen to the atmosphere, McLauchlan said.

"Our best idea is that the nitrogen and carbon cycles were linked tightly back then and they are linked tightly today," McLauchlan said. "Humans are now manipulating both nitrogen and carbon at the same time, which means that there is no net effect on the biosphere."

The balance may be only temporary, McLauchlan said.

"Based on what we learned from the past, if the response of plants to elevated carbon dioxide slows, nitrogen availability is likely to increase and ecosystems will begin to change profoundly," McLauchlan said. "Now more than ever, it's important to begin monitoring our grasslands and forests for early warning signs."

UK, France press EU on giving arms to Syria rebels

DUBLIN (AP) ? European Union foreign ministers displayed their divisions Friday over whether to start shipping weapons to rebels in Syria, with Britain and France isolated in their efforts to boost the opposition's firepower.

The two-day talks opened in Dublin Castle just hours after a suicide bomb killed at least 49 people in a Damascus mosque, including a senior cleric loyal to Syrian President Bashar Assad. Both Assad and the major opposition group, the Syrian National Coalition, condemned the attack.

British Foreign Minister William Hague said the European Union's policy of providing only non-lethal equipment to the National Coalition must end if Syria's primary opposition forces are to oust Assad from power.

"In order to support a diplomatic and political settlement which is essential for peaceful transition, it will be necessary for us to increase the support that we give to the National Coalition on the ground," Hague said in comments mirrored by his French counterpart, Laurent Fabius.

Fabius said EU governments must agree on "how to stop Bashar Assad from continuing to bomb and massacre the Syrian population and the opposition."

But the other 25 EU ministers rallied behind the cautionary views of Germany, which argues that increased aid to rebel-held areas should be confined to improving their access to water, power, food and medical care.

German Foreign Minister Guido Westerwelle said he accepted that Britain, France and the U.S. had "good reasons" for wanting to increase the ability of opposition forces to defeat Assad's military following two years of civil war.

But he warned that sending weapons was likely to have unintended and negative consequences. He said more civilians would be killed in crossfire, and Western-supplied weapons could end up in the hands of anti-Western jihadists, who are being blamed for Thursday night's mosque bombing.

"We are still reluctant on lifting the arms embargo," Westerwelle said, adding, "We have to avoid a conflagration and we have to prevent that aggressive offensive weapons come into the wrong hands."

Several other foreign ministers publicly backed Westerwelle's reservations as they entered the Dublin Castle talks, which conclude Saturday. All emphasized that the EU would not consider easing its arms embargo on Syria until the end of May, when the existing restrictions are due to expire.

Foreign Minister Eamon Gilmore of Ireland, the current holder of the EU's rotating presidency, said European governments should focus on providing humanitarian aid, particularly medical help, to opposition-held parts of Syria.

"I think that the further militarization of the environment in Syria would certainly not be helpful. The more guns that go into Syria ... the more casualties there will be," Gilmore said.

Hague said Britain and France reserved the option of moving ahead on their own, but would greatly prefer to have a united EU position.

EU foreign ministers last month did amend the bloc's embargo rules on Syria to permit shipments of non-lethal equipment to rebels. Britain and France have begun shipping armored cars, night-vision goggles, body armor and other overtly military equipment under terms of that amendment.

The relatively lightly armed anti-Assad forces say they most desperately need ground-to-air weapons to deter Syrian government air strikes and helicopter gunships, as well as increased access to anti-tank weaponry. Iran is considered Syria's primary arms supplier.

The United Nations estimates that more than 70,000 people have been killed in the past two years of fighting in Syria, a country of more than 22 million. Hundreds of thousands of refugees have fled to neighboring Turkey, Jordan and Lebanon.

The historic Mabel Tainter Center for the Arts in Menomonie, Wisconsin, was the scene for a very special keynote address given by Judy Foust on Sunday evening, March 10th. With over 300 people in attendance, she paid tribute to area National Honor Society students in a humorous and motivational manner.

The theme for the evening?s celebration was ?the postage stamp??representing the far-flung journeys these stellar young people were anticipating in their futures.

In her PowerPoint presentation??A Letter?Just for YOU??inspired by U.S. postage stamps throughout history, Judy wove a web from the dream-maker Walt Disney to major American poet Langston Hughes?s myriad of ?dream poems? to a 1948 stamp (worth three cents!) saluting America?s Youth. Sharing a stamp of Celebration, Judy charged all the young adults in the audience to find daily joy and purpose in their lives and to remain open to possibilities.

Closing with strong encouragement to include service and a compassionate spirit, Judy delivered a perfect visual letter to the students reminding them not to be ?licked? by life?s challenges, but rather to leave their positive ?stamps? on their community, their state, their country, and their world!
